Production looses arising from the protracted Niger Delta crisis and alleged inability of the Nigerian Government to properly fund its own share of the Joint venture has put the Shell Petroleum Development Com-pany of Nigeria (SPDC) in a financial crisis.
Dear AllAfrica Editors: A reasonable solution does exist that may resolve a major part of the crisis in the Niger Delta region. There is an aggressive energy development concept that can utilize Nigeria's energy resources which are often ignored or overlooked by foreign interests while they continue to extract oil and natural gas resources on a large scale.
The capture and utilization of flare gas and other stranded or unused resources to create small-scale energy sites could immediately meet at least part of the needs of the Nigerian peoples. Companies like Jaker Engineering, PC, a New York Corporation, have developed the business concept (and received a New York State grant for this concept).
Jaker's concept is to utilize energy resources which can be gleaned from the oil and gas fields as part of a two-stage development of energy infrastructure. The first stage is installation of electric power generation with its own grid. Stage two uses some of this power to implement gas-to-liquid conversion along with micro refineries for provision of liquid fuel and distillate products on a regional basis.
The advantage for the Nigerian people is the recovery and conversion of unused resources. The advantage for overseas investors is the limited financial exposure for individual small-scale projects while providing the opportunity for large-scale investment in the concept as a whole. The advantage for eveyone is the peaceful and meaningful development of Nigeria's natural energy resources.
