Respect for the quality of the refugee population (internally displaced people)The UN field commanders are at fault for not offering a safe haven for the refugee population concerned.There may be some sections of the UN operational policy that describe the management of displaced populations.The most important element is safety and security of the masses of displaced people. The conflicts in Croatia the UN secured the refugee population nicely the conflicts concerning eastern europeans never have the refugee population being subjected to armed predators.Perhaps ,the field commanders for Nato and the UN were not concerned with a population of black refugees and their security.This scene has been repeated over and over in Africa.I my self observed this same situation in tChad at the Gaga refugee camp . The constant threat of invasion by the jingerweed and from the hosting countries citizens was ever present.The field commanders in charge of facilitating the movement of large masses of people are trained in this aspect of mass movement so there is no excuse.However ,seemingly the mis deed has been rectified by shifting the population more internally even than armed security of sufficient quality has to be provided at those camps.The NGOS involved should have addressed that matter perhaps they wernt concerned either but more concerned with skimming money in the name of the refugee
