Débat sur l'Union Africaine Le futur de l'Afrique n'a jamais suscité autant d'intérêt par le passé. Le continent est appelé à jouer pleinement son rôle. Mais au moment où le sommet du G8 entend débattre d'un "Plan Marshall pour l'Afrique", en juin, et qu'on s'apprête à lancer le Nouveau Partenariat pour le Développement de l'Afrique (NEPAD) ainsi que l'Union Africaine, qui remplacera l'Organisation de l'Unité Africaine, un désir de changement prend élan pour que les africains puissent en finir avec les erreurs du passé. Mais comment identifier les bonnes politiques? Comment l'Afrique peut-elle mettre fin à ses conflits? Que signifie l'intégration économique dans la pratique? Un parlement africain pourra-il fonctionner d'une manière efficace? Et qu'en est-il d'une banque centrale et d'une monnaie unique? Alors que les experts, technocrates, militants et politiciens peuvent avoir leurs divergences sur ces questions, il n y a presque pas eu de débat public, ni au sein de l'Afrique elle-même ni à l'extérieur, portant sur le projet de l'Union Africaine. Et pourtant, sans l'intérêt et l'engagement de l'Africain moyen, ce projet pourrait bien échouer. Participez donc au débat pour empêcher un tel sort calamiteux.
