Présidence de la République : 32.108.000.000 F
Pour l'exercice 2004, le budget de la présidence de la République a été arrêté à 32.108.000.000 F.CFA. Il est en augmentation de 5,6% par rapport à l'exercice budgétaire passé où il était de 30.414.000.000 F.CFA.
Services rattachés à la présidence de la République : 5.480.000.000 F
L'ensemble des services rattachés à la présidence de la République bénéficie, pour l'exercice 2004, d'une enveloppe de 5 milliards 480 millions de F.CFA. Ce budget enregistre une augmentation de 1,5% par rapport à l'exercice 2003.
Assemblée nationale : 8.464.000.000 F
Une réelle augmentation est constatée dans l'enveloppe budgétaire allouée à l'Assemblée nationale pour l'exercice 2004. Le budget de l'auguste Chambre est, en effet, passé de 7.609.000.000 F.CFA en 2003 à 8.464.000.000 F.CFA pour l'exercice 2004. Soit une augmentation de 11,2%.
Services du Premier ministre : 10.458.000.000 F
La primature enregistre également une nette augmentation de son enveloppe. Celle-ci passe de 9.035.000.000 F.CFA en 2003 à 10 milliards 458 millions de F.CFA pour l'année budgétaire 2004, soit une augmentation de 15,7%.
Le Conseil économique et social : 994.000.000 F
L'enveloppe allouée au Conseil économique et social, pour l'exercice à venir, connaît une augmentation de l'ordre de 18,3%. Le budget de cette institution passe ainsi de 840 à 994 millions de F.CFA.
Le ministère de Relations extérieures : 17.738.000.000 F
Avec un budget de 17 milliards 738 millions, le ministère des Relations extérieures fonctionnera au cours de l'exercice 2004 avec une enveloppe revue à la hausse. L'augmentation est estimée à 4,3%, car le budget pour l'exercice qui s'achève était de 17 milliards 5 millions de F.CFA. Ces moyens lui permettront de poursuivre le rayonnement diplomatique du Cameroun dans le monde.
Ministère de l'Administration territoriale et de la Décentralisation : 25.128.000.000 F
Le budget du MINAT sera de 25 milliards 128 millions pour l'exercice 2004 contre 25 milliards 116 millions de F.CFA pour l'exercice budgétaire qui s'achève.
Ministère de la Justice : 10.518.000.000 F
Chiffré à 10 milliards 438 millions pour l'année 2003, le budget du ministère de la Justice reste sensiblement le même. Ce qui permettra à ce département ministériel de poursuivre ses missions traditionnelles.
Cour suprême : 2.186.000.000 F
Le budget de la Cour suprême passe de 2.333.000.000 pour l'exercice 2003 à 2 milliards 186 millions pour l'année 2004, soit une baisse de l'ordre de 6,3%.
Ministère du Contrôle supérieur de l'Etat : 1.687.000.000 F.
Le budget du ministère chargé du Contrôle supérieur de l'Etat connaît, lui aussi, une baisse de l'ordre de 5,8%. Chiffrée à 1.791.000.000 F. au cours de l'exercice 2003, l'enveloppe allouée à ce département ministériel est de 1 milliard 687 millions pour l'année budgétaire 2004.
Délégation générale à la Sûreté nationale : 41.820.000.000 F.
La DGSN voit aussi son budget tomber de 44 milliards 270 millions en 2003 à 41 milliards 820 millions de F. pour l'exercice budgétaire 2004. Une réduction de 5,5% qui n'empêche pas la Sûreté nationale de continuer à être une structure de préservation de la paix sociale, à travers, entre autres, la lutte contre les maux sociaux tels la criminalité et la délinquance urbaine.
Ministère de la Défense : 116.808.000.000 F.
Le budget du ministère de la Défense passe de 109 milliards 556 millions en 2003 à 116 milliards 808 millions en 2004, soit une augmentation de 6,6%. L'objectif affiché est la poursuite des efforts déployés il y a quelques années dans le sens du renforcement en hommes et en matériels des forces de protection et de sécurité.
Ministère de la Culture : 3.346.000.000 F.
La dotation totale du ministère de la Culture s'élève à 3 milliards 346 millions de F.CFA. Même s'il connaît une diminution de 2,4%, ce département ministériel dispose des moyens nécessaires lui permettant de poursuivre la politique de protection et de promotion des richesses culturelles du Cameroun. La réhabilitation des archives nationales, la construction d'un théâtre national et des maisons de cultures dans les différents chefs-lieux de province, ainsi que le développement des activités du musée nationale se présentent comme les axes d'action prioritaire pour l'exercice 2004.
Ministère de l'Education nationale : 183.638.000.000 F.
L'enveloppe budgétaire de l'Education nationale, chiffrée à 183 milliards 638 millions pour l'année 2004, connaît une augmentation de 4,1% par rapport à l'exercice 2003. Le développement des infrastructures, le renforcement des effectifs en personnels enseignants, la consolidation du partenariat avec le secteur privé, les ONG et les communautés éducatives sont les domaines prioritaires dans lesquels va se porter l'action de ce département ministériel au cours de l'exercice 2004.
Ministère de la Jeunesse et Sports : 11.783.000.000 F.
Pour l'année 2004, le budget du MINJES est de 11 milliards 783 millions de F.CFA. Il connaît une augmentation de 16,9% par rapport à l'exercice 2003. Cette enveloppe permettra à ce département ministériel de remplir ses missions fondamentales, à savoir : la promotion du sport.
Ministère de la Communication : 5.113.000.000 F.
L'enveloppe allouée à ce département ministériel permettra de créer et de faire fonctionner trois nouveaux centres de communication à l'étranger, afin de poursuive la promotion de l'image de marque du Cameroun. Ces centres sont : New-York (Nations unies), Pékin (Chine) et Caire (Egypte). Au niveau national, le MINCOM poursuivra également l'éradication des zones d'ombre et de silence laissées par la CRTV, et la consolidation des actions entreprises au niveau des sociétés sous-tutelle.
Ministry of Public Works: 53,045 million FCFA
With a budgetary allocation of 53 billion 045million FCFA, which witnesses a drop of 12%, that is, from 60billion 250million in 2003, focus will be on the rehabilitation and maintenance of the national road network as well as bridges. Of particular interest here will be among others the Batibo-Bachuo Akagbe; Garoua Boulai-Naoundere;Obala-Batschenga-Nanga-EbokoBouam; Bertoua-Batouri-Kenzou; Yaounde-Kribi; and Foumban-Tibati roads where feasibility studies have been completed. There are studies underway to disenclave border areas.
Ministry of Housing and Town Planning: 14,952 million FCFA
The Ministry shall function with a budget of 14billion 952million FCFA, marking a drop of 8% from the 16 billion 261million FCFA last year. Priority areas of concern here will be to foster development and offer expert services to local councils and towns with less than 100,000 inhabitants. Also, the ministry has to come out with an urbanisation plan for some key towns in the country that fall within its area of competence.
Ministry of Towns: 8,167million FCFA
Next year's budget for the Ministry of Towns stands at 8billion 167million FCFA and this records a drop of 8.5% from last year's budget which stood at 8billion 928million FCFA. Particular attention will be on the rehabilitation and improvement of the drainage of urban road networks, especially in Douala, Bertoua, Ngaoundere, Loum, Foumban, Bamenda, Garoua, and Maroua.
Ministry of Public Health: 58,295million FCFA
This ministry has witnessed a budget reduction of 1,9%, that is from a budget of 59billion 442million FCFA last year, the ministry of Public Health will in 2004 function with a budget of 58billion 295million FCFA. The envelop will serve for the implementation of the extended programme on immunization, strengthen the malaria control and prevention measures through the distribution of treated mosquito nets, continue implementing the national plan of action to fight HIV/AIDS, improve access to primary health care, improve access of the populations to essential drugs and medical inputs.
Ministry of Higher Education 24,851 million frs
All the five state universities are still in dire need of good infrastructure. As enrolment increases in all these institutions each year, there is need for more amphitheatres, laboratories and hostels. While attention at the University of Yaounde II in Soa, University of Buea, and Dschang would be focussed on basic infrastructure for instance, those of authorities in the others would be geared towards maintaining existing ones. The 6.8 per cent increase would also help the officials meet urgent financial obligations particularly paying part time lecturers as well as some research allowances.
Ministry of Scientific and Technical Research 6,052 million frs
Little has changed over last year's package. In other words, the government intends to consolidate its achievements in the field of scientific and technical research. For such efforts, the ministry would use 6,052 million frs to undertake its programme for the year. This include new research work in the area of agriculture, health, technology, etc, in research centres spread out all over the country. Of great importance would be the dissemination of research result especially in agriculture to farmers who need them to increase output.
Ministry of the Economy and Finance 38,786 million frs
Last financial year, the Ministry of the Economy and Finance was allotted 36,870 million frs. Next year, the Ministry would be working with a package slightly higher by 5.2 per cent. As the core of the economy, the Ministry is expected to use the budget to achieve one major goal, that of leading the country to the completion point of the Heavily Indebted Poor Country (HIPC) initiative. I n like manner, the officials are supposed to use the resources in revitalising the economy, facilitating the collection of taxes and other State revenue which would serve as the base and the booster to the entire economic programme. Increased job opportunities, alleviation of poverty and the general improvement of the living conditions of citizens is the challenge that awaits the Ministry of the Economy and Finance.
Ministry of Industrial and Commercial Development 3,973 million frs
No major change has been noticed in the package allotted to this ministry. But the task it has to accomplish still remains daunting. Industrialisation is still a far dream in the country. But the transformation of local material in the country is needed to transform the entire economy. This can only be achieved if the national industrialisation plan is undertaken successfully. The package would therefore serve in the vital need of promoting small and medium size industries in the country as well as enabling local industries to compete favourably with large trans-national companies.
Ministry of Public Investment and Regional Development 23,069 million frs
With 35.3 per cent increase, up from 17,045 million frs, the ministry is expected to bankroll major State investment projects. Public investment expenditures is expected to absorb a huge slice of this budget. No doubt the increase is substantial. It is in a bid to get the required booster to the economy that the government has decided to put in such a whooping amount in public investment. It should also be noted that public investment expenditures has gone up from 262 billion in 2003 to 270 billion representing an increase in absolute terms of 8 billion.
Ministry of Tourism 3,023 million frs
The government is expecting much in terms of revenue from this sector. Apart from stepping activities of its provincial delegations, the Ministry is expected to use its budgetary allotment to facilitate the influx of tourists in the country. New tourist sites are supposed to be developed while old ones are maintained so as to attract tourists. Officials are expected to seek new avenues to make Cameroon the destination of tourists from other parts of the world, develop eco-tourism and get Cameroonians to undertake tourism trips within the country.
Ministry of Technical Education and Professional Training 29,505 million frs
The ministry has obtained a 5.4 per cent increase over last year's budget. This goes to underscore the importance the government intends to place on technical education in the country. Last year the Ministry had a budget of 27,991 million frs. This year the Ministry would continue to strengthen is grip and expand its activities throughout the country. Much still has to be done for this relatively new ministry. Much of the resources would therefore go into getting befitting structures for students as well as opening provincial and divisional offices to ensure supervision all over the country. But above all, the ministry has to use its funds to promote professional training which is considered the way out in checking unemployment and growth.
Ministry of Agriculture 28,056 million frs
The Ministry would use the resources in achieving the laws enacted recently. It would therefore enhance the national agricultural potential and protecting it from adverse effects of genetic manipulations. The main challenges remain the modernisation and diversification of production. To do this, the ministry has been assigned the task of ensuring plant protection, defining safety regulations in the area of modern biotechnology, encourage activities in the fertiliser sub-sector. It would also undertake the development of access and marketing infrastructure for agricultural products.
Ministry of Livestock, Fisheries and Animal Industries 7,041 million frs
The livestock and fisheries sector would also require the furnishing of the fishing zone with ice manufacturing equipment to cut down on post catch loss, develop aquaculture in semi-forest areas and to control the African swine fever and glassine, etc. The ministry is required to provide fish farmers with quality fingerlings and launch the Pan African programme for epizootic disease control, and safeguard grazing lands by drafting a pastoral code.
Ministry of Mines Water Resources and Power 5,981 million frs
The government's objective here is to ensure a complete national drinking water supply scheme. That is why the bore hole project in some towns and villages undertaken by the government in partnership with some NGOs would have to continue. The ministry also has to ensure that citizens have enough electricity energy. Energy crisis must therefore checked. This would imply the supervision of the construction of the 80 megawatts thermal power station in Limbe which is suppose to begin functioning next year. As regards the mining sector, the ministry would continue to ascertain the implementation of the new mining code.
Ministry of the Environment and Forest 7,949 million frs
Its budget has been increased by 9.6 per cent, up from 7,254 million frs last fiscal year. The resources would enable the ministry to undertake the various tasks assigned to it. These include the incorporating forest resources in rural development, involving the local people in forest management (community forest), developing forest resources to beef up State revenue. Apart from this the ministry would ensure biodiversity conservation and the fight against poaching in all its forms.
Ministère de l'Emploi, du Travail et de la Prévoyance sociale : 3.833.000.000 F
La dotation de ce département accuse une augmentation de 10,1 %, ce qui devrait permettre au gouvernement de mieux asseoir sa politique dans ce domaine. Le chômage demeure une préoccupation.
Ministère des Affaires sociales : 4.556.000.000 F
Le budget de ce département est légèrement en hausse (7 %). Il s'agit de renforcer l'action des pouvoirs publics en faveur des couches les plus défavorisées de la population.
Ministère de la Condition féminine : 3.538.000.000 F
La promotion de la femme demeure l'un des axes majeurs du programme politique du septennat. La formation des femmes aux nouvelles technologies de l'information et de la communication devra s'accélérer en même temps que seront construits de nouveaux centres de promotion de la femme.
Ministère des Postes et Télécommunications : 7.901.000.000 F
Le budget de ce ministère augmente de 3,2 %. L'accent sera mis sur la modernisation du réseau postal et des équipements de télécommunications.
Ministère des Transports : 6.770.000.000 F
En dépit d'une diminution de l'enveloppe consacrée à ce département de 17,4 % des actions énergiques sont envisagées pour accroître la prévention et la sécurité routière en vue de limiter les hécatombes. La sécurisation et la réhabilitation des infrastructures aéroportuaires et portuaires demeurent des priorités.
Ministère de la Fonctaion publique et de la réforme administrative : 7.238.000.000 F
Le budget de ce département connaît une hausse sensible (28 %). Les moyens ainsi libérés devraient permettre de renforcer la modernisation de la Fonction publique nationale ainsi qu'un accroissement de son efficacité au service des usagers.
