Cameroon: Northwest Tops Chart in Executing Public Investment Projects

The Director of Programming of Investment in the Ministry of Economy and Finance, Paul Tasong, has hailed Northwest Province for occupying the first position when it comes to the execution of Public Investment Projects.

Speaking recently in Bamenda at the Conference hall of the Provincial Delegation of Regional Planning, Tasong said, "No Province seems to beat the Northwest in Cameroon when it comes to the rate of execution of Public Investment Projects on record time.

This is because all the stakeholders of this province in charge of review and fellow-up committees of public contracts are always alert and are interested in seminars aimed at sensitising them on government projects in various villages and towns," Tasong remarked.

He said the experience he has had in the Northwest whenever he comes on mission is that all civil societies, MPs, and top administrative officials make it a duty to dig and dig, what happened to this or that project and why it was not realised on time and so on. "It will interest you that in some provinces we don't even have half of the population and they don't ask incisive questions as you people do."

Elsewhere, Tasong said, government has noted with dismay that fictitious projects, uncompleted and abandoned projects still persist. There are also cases of over billing and delays in executing projects. "All these ills have persisted despite the multiple control systems put in place at each level of the project execution."

Tasong said this is proof of the insufficiency of control within the administration due to poor staff strength, multiplicity of interveners; difficulty in obtaining physical data; non mastery of concepts, absence of synergy between the administrative services involved in the physical and financial follow-up chain and non involvement of the beneficiary populations in the projects from government.

The Director urged all stakeholders to ensure that they master the new mechanism for the participatory follow-up of Public Investment.Earlier, Northwest Governor, Abakar Ahamat, while installing the new commission in charge of follow-up of Public Investment Projects, called on the members to check against ghost projects and corruption in this sector.

Abakar requested the participants at the meeting to acquaint themselves with the new framework for the participatory follow-up of public investments projects and adapt to the innovations with regard to the original framework.
